ANE and Khalifa International Foundation Sign Three-Year MoU

Action for the Needy Ethiopia (ANE) and its regional platform, Action for the Needy Africa (ANA), a humanitarian and development non-governmental organization duly registered under applicable Ethiopian laws and headquartered in Ethiopia, working across Africa, announced the signing of a three-year Memorandum of Understanding (MoU) with Khalifa International Foundation, establishing a framework for cooperation in humanitarian response across crisis-affected African countries such as Sudan and Countries in Sahel Region.

Why this partnership

Humanitarian needs across Africa are increasingly shaped by protracted displacement, disrupted essential services, and heightened protection risks. The MoU explicitly recognizes urgent needs across the Sahel region countries (including, for example, Burkina Faso, Mali, Niger, Mauritania, and Chad) and reflects a shared intent to prioritize support to communities affected by the Sudan crisis as well as Sudan itself, subject to needs assessments, access realities, and coordination arrangements. Mr. Salihu Sultan Bilo, Managing Director of ANE/ANA, said: “Needs are growing more complex and more protracted. This MoU provides a disciplined cooperation framework to align priorities, strengthen coordination, and deliver assistance that is principled, accountable, and results-focused, especially for the most vulnerable in Sudan.”

Areas of cooperation

Subject to context and feasibility, the MoU covers:

  • Emergency assistance: food, safe drinking water, essential medical supplies, emergency shelter, essential non-food items
  • Health and nutrition: support to health facilities, essential medicines, vaccination support where feasible, malnutrition prevention and treatment
  • WASH: rehabilitation of water sources, sanitation facilities, hygiene promotion
  • Education in emergencies
  • Protection services: child protection; survivor-centred GBV support; inclusion of older persons and persons with disabilities
  • Capacity strengthening: training and technical exchange to improve response quality

    How the implementation will work

    This MoU is a framework agreement; it does not automatically trigger projects or funding. Each major intervention will proceed through Detailed Project Agreements that define:

  • objectives and target groups
  • geographic scope and implementation modality
  • budgets and funding arrangements
  • timelines and deliverables
  • safeguarding and accountability measures
  • financial and technical reporting requirements
  • Operational modalities may include joint implementation, complementary programming, or logistical/technical support.

    Humanitarian principles and accountability

    Both parties reaffirmed their commitment to:

  • Humanity, neutrality, impartiality, and independence
  • Apply Core Humanitarian Standards (CHS) and Protection Principles
  • Accountability to affected populations, including consultation and feedback mechanisms
  • coordination with relevant authorities and humanitarian mechanisms to avoid duplication and maximize impact
